Final eligibility is determined by the State of Florida.

Limits are based on gross monthly income and countable assets and are set by the State of Florida and federal guidelines. Income and asset limits change each year.

If you qualify for a Medicare Savings Program, you generally also qualify for Extra Help (LIS) for prescription drugs.

What These Programs Mean

 • QMB – Qualified Medicare Beneficiary
 • SLMB – Specified Low-Income Medicare Beneficiary
 • QI-1 – Qualified Individual

 • I was told I “make too much for Medicaid”
 • I live on Social Security or a fixed income
 • I am a Veteran using Medicare

What This Help Can Cover

If approved, a Medicare Savings Program may help pay:

 • Medicare Part B premium
 • Medicare Part A premium (if owed)
 • Deductibles and copays (QMB only)

Countable Asset Limits

Asset limits are set by the state and may change each year. Certain assets, such as a primary home and one vehicle, are typically excluded.

What Counts as an Asset?

 • Checking accounts
 • Savings accounts
 • Cash
 • Stocks, bonds, or CDs
 • Real estate that is not your primary residence

What Does NOT Count?

The following items typically do not count toward your asset limit:

 • Primary Home – The home you live in (up to certain equity limits)
 • One Vehicle – One car used for transportation
 • Personal Belongings – Furniture, clothing, jewelry
 • Burial Plots / Burial Funds – Irrevocable burial contracts and certain burial funds (up to $2,500)
 • Life Insurance – Policies with a total face value of $2,500 or less

Important Clarification

 • Having money in the bank does not automatically disqualify you
 • Many people with savings still qualify
 • The state reviews both income and assets

Why People Get Told “No” Incorrectly

Many applicants are denied because:

 • Assets were not explained properly
 • Excluded assets were counted incorrectly
 • They assumed they were over the limit and never applied

Connection to D-SNP Eligibility

If you qualify for a Medicare Savings Program, you may also qualify for a D-SNP plan, even if you do not have full Medicaid.

How to Enroll — Step-by-Step (Florida)

Step 1: Go to the Medicare Savings Program

 • Create an account by clicking “Create New Account”
 • Log in and select “Apply for Benefits”
 • Complete the Medical Assistance section
 • Indicate you are seeking help with Medicare costs

 • Upload documents (Social Security letter, bank statements, ID)
 • A DCF caseworker will review your application
 • If approved, you will receive a notice by mail

Step 2: What to Do on the Website

 • Go to the MyACCESS login page
 • Select Create New Account or log in
 • Choose Start a New Application for Medical Assistance
 • Select Medicare Buy-In / MSP (or indicate help with Medicare costs)
 • Submit income and asset details through the secure portal
