Understanding CHAMPVA, TRICARE, TRICARE For Life
and Medicare Advantage (Part C)
Many Veterans and military families are unsure whether enrolling in a Medicare Advantage (Part C) plan will interfere with CHAMPVA or TRICARE benefits.
The good news:
👉 In most cases, it does NOT — but there are important rules to follow.

CHAMPVA (Civilian Health and Medical Program of the VA)
Who CHAMPVA Is For
CHAMPVA is for spouses and dependents of:
• Veterans rated 100% permanently and totally disabled by the VA
• Veterans who died from a service-connected condition
⚠️ CHAMPVA is NOT VA health care and is NOT TRICARE.

CHAMPVA + Medicare (Required Rules)
If you qualify for Medicare:
• ✅ You must enroll in Medicare Part A
• ✅ You must enroll in Medicare Part B
• ❌ Dropping Part B can result in loss of CHAMPVA
Once enrolled:
• Medicare pays first
• CHAMPVA generally pays second

Can You Lose CHAMPVA If You Enroll in Medicare Advantage?
✅ What Is True
• Enrolling in a Medicare Advantage plan does NOT cancel CHAMPVA
• CHAMPVA eligibility depends on:
– The Veteran’s VA status
– The beneficiary’s relationship to the Veteran
• Medicare Advantage enrollment does not change CHAMPVA eligibility
🚫 What Can Cause Loss of CHAMPVA
You may lose CHAMPVA if:
• ❌ You are not enrolled in Medicare Part B when required
• ❌ You lose eligibility tied to the Veteran’s VA status
• ❌ Required Medicare enrollment rules are not followed
⚠️ Medicare Advantage alone does NOT remove CHAMPVA.

How Coverage Works: Medicare Advantage + CHAMPVA
• Medicare Advantage pays first
• CHAMPVA generally pays second
• CHAMPVA only pays for services it covers
• Medicare Advantage extra benefits do not change CHAMPVA coverage

Very Important CHAMPVA Rule
If you are eligible for Medicare, CHAMPVA requires enrollment in:
• Medicare Part A
• Medicare Part B
Failing to maintain Part B can result in loss of CHAMPVA, regardless of Medicare Advantage enrollment.
CHAMPVA eligibility is determined by VA rules and Medicare enrollment, not by whether you enroll in Medicare Advantage.

Is Medicare Part B Required for CHAMPVA?
Yes — In Most Cases
You must enroll in Medicare Part B if:
• You become Medicare-eligible at age 65, or
• You qualify for Medicare due to disability
❌ Failure to enroll in Part B when required may result in suspension or termination of CHAMPVA.
Limited Exceptions (Rare)
Part B may not be required if:
• Medicare eligibility began before June 5, 2001, or
• Medicare eligibility is due only to ESRD

How Billing Works
• VA care is billed under VA eligibility
• Medicare Advantage is not billed
• CHAMPVA and TRICARE are not billed
• Medicare Advantage plan sits in the background

TRICARE For Life:
• Applies to non-VA care
• Requires Medicare Parts A & B
• Does not apply to VA care
CHAMPVA:
• Applies to non-VA providers

• Does not apply to VA care

Do Medicare Advantage Benefits Still Apply?
Part B Premium Giveback
• ✅ Yes, if offered by the plan
• Applied to Social Security
• Does not require using plan doctors
• May take 1–3 months to appear
OTC, Dental, Vision, Hearing
• ❌ Not available unless the plan is used
• Requires activation and network usage
• VA care does not trigger these benefits
Transportation, Meals, Wellness
• ❌ Requires plan medical usage
• Subject to plan rules and authorization
Plain English:
VA care is separate. Medicare Advantage benefits activate only when the plan is used.

What Counts as “Using” a Medicare Advantage Plan
To access most benefits, you must:
Stay Enrolled
• Keep Part A & B
• Pay any plan premium
Complete Plan Activation
• Welcome call
• Health Risk Assessment (HRA)
• Activate OTC or member account
Use In-Network Providers
• Dental → dental network
• Vision → vision provider
• Hearing → approved vendor
❌ VA doctors do not count as using the plan.

• Only using VA doctors
• Only paying the premium
• Only having CHAMPVA or TRICARE pay second
